Newcastle Business School are expecting to charge me to use the hook-up to a testbed and pay for consulting to do so. I thought the DSCH programme had funded these initiatives to support innovation, someone clarify?

If DHSC is acting on a commercial basis in providing test bed/access and charging "Center of Excellence" consulting fees to do so - guarantees for protecting entrepreneurial IP,- am I expected to provide gratis knowledge transfer?
